Morgan Rooney | Director of Helix Impact Solutions
Morgan has extensive experience across architecture, construction and social impact, including time with Australia’s largest privately owned construction company. She brings strong project, industry, compliance and community knowledge, along with a proven ability to work with stakeholders and deliver real social value for clients and communities.
She’s been working with government policies throughout her entire career. Her first exposure came through architectural design, followed by hands-on experience as a contract administrator on government-funded commercial projects. She later moved into business development, where she wrote strategies, systems and tender responses to meet government procurement policies. Along the way, she’s learned that the way we respond to these policies can make a real difference in whether we win projects and how smoothly they run.
Some lessons came the hard way. On a $75 million NSW Government health project, the contract required 1% of the value to be spent with Indigenous businesses. Everything tracked well until the landscaping package, when the Indigenous business named in the tender could no longer complete the work. The project fell $250,000 short, and that amount was withheld from the final progress claim and donated by the NSW Government to an Indigenous charity.
Morgan’s also seen what’s possible when commitments are planned and delivered well. On an $8 million Queensland Government education project, the team won the job despite being third on price, based on strong commitments to apprentices and Indigenous procurement. The project finished a month early and delivered a $1 million profit.
Morgan brings these real experiences into the training. Her focus is on practical guidance, honest lessons, and helping project teams feel confident delivering government projects in a way that works for both compliance and the bottom line.
Course structure
This course is structured to build your understanding step by step and give you practical skills you can use on projects. We start by introducing Keller’s values, how they align with government priorities, and why we’re delivering this training. We then provide an overview of government procurement principles and highlight the key themes that apply across government funded projects.
From there, we break the course down by jurisdiction, covering the specific policy requirements for the Commonwealth, Queensland, New South Wales, Victoria, South Australia and Western Australia. You’ll also learn how Keller responds in tenders, negotiates contracts, and plans and delivers projects in a way that is both compliant and efficient. Don’t worry, you’re not expected to memorise every policy. It’s about applying the framework to our projects to mitigate risk, build capability and capitalise on opportunities.
To finish, we’ll work through a case study so you can apply what you’ve learned and see how the policies and Keller’s processes come together.
